The way in which biocidal products are authorized depends, at present, on the status of the active substance in the EU review. If the active substance review has not yet been completed, the transitional arrangements apply to the product made from it. This authorization is in accordance with the regulations of the Member States. 38/2003. (VII. 7.) ESzCsM-FVM-KvVM  on the basis of the joint decree of the Ministry of Agriculture and Rural Development.

The Regulation divides biocidal products into product types, some subject to authorization, and others subject only to notification in the OSZIR system. Once an active substance is included in the list of approved active substances, only an EU biocidal product authorization can be applied for in accordance with Regulation No. 528/2012(EU). This authorization is much more complicated and expensive than the Hungarian regulation, and the authorization itself is valid for ten years.

Cosmetics: CPNP Announcement, TID Creation

Notifications of cosmetic products and compilation of their dossiers shall be carried out in accordance with Regulation (EC) No 1223/2009. It is the responsibility of the manufacturers / importers (according to the Regulation: Responsible Persons) to compile the product label text in accordance with the Regulation, to report the product to the CPNP system and to compile Product Information Documentation including the safety assessment. Distributors may also have responsibilities: in the case of cosmetics from abroad, if the product's label text needs to be translated, it must also be notified in connection with the product's principal application. They can ask the responsible person (who can do this at the same time as they report), or they can do so themselves in the CPNP system.
